Article discusses the Educational Maintenance Allowance (EMA) program in Great Britain.  The program takes students from low income/disadvantaged families and offers them 40 pounds per week with a bonus of 50 pounds upon completion of the course.  It uses learning contracts as a means of controlling what the students are responsible for.  The author does not approve of the project, calling it a "scheme," though she does point out a favorable increase in retention of 92 percent, compared to 85 percent in students who are not part of the program.
